Comprehensive Community Services (CCS)

The Comprehensive Community Services programs are for people who live with either:
- A mental illness.
- A substance use disorder.
- Both a mental illness and a substance abuse disorder.
Services provided include these areas:

- Decision Making
- Self Regulation
- Conflict Resolution
- Financial Management
- Job Search Assistance
- Job Retention Assistance
- Employment Assessments
- Education Assessments
Services span Adult and youth, individual skill development and enhancement, and employment-related skills training.
Eligibility
Individual program eligibility is determined by county CCS program.
CCS is offered in the following counties:
Eau Claire and St Croix.

TAMMY KING
Tammy is a seasoned human services leader with nearly 30 years of experience designing, managing, and expanding programs that empower people with disabilities. She brings extensive expertise in employment services, Comprehensive Community Services (CCS), staff development, regulatory compliance, and community partnership building, with a strong commitment to inclusive, person-centered supports. Tammy holds a Bachelor of Science in Vocational Rehabilitation, a minor in The Aging Family, and a certificate in Gerontology.
Tammy began her career working with specialized transportation services coordinating and assisting people with non-emergency medical transport. It was then that she also developed a knowledge base of billing for Medical Assistance services. In 1998 Tammy began facilitating vocational assessments and community employer outreach. She delivered on-site training and mentored and evaluated Employment Specialist Staff serving over 150 Clients per year across five Counties. Tammy launched Veteran programming, managed the Project SEARCH license, and directed program billing and compliance for Federal, State, County, and private pay funding sources.
In 2016 Tammy added Comprehensive Community Services to her resume and managed programming within two Consortiums across five Counties. Tammy has extensive relationships with local landlords and has assisted many families who were experiencing homelessness obtain safe and affordable housing. In her current role as Employment Initiatives Coordinator for Workforce Resource Inc Tammy manages employment services in nine Counites and services over 400 Clients per year. She serves clients in need of housing, advocacy, and mentoring through contracting with the CCS Program and Eau Claire County Department of Human Services.
BRYAN MULROONEY
Serving St. Croix County, Bryan brings a strong background in education to his role as Community Service Specialist with Workforce Resource Inc. After earning his master’s degree in education, he taught elementary and special education in Wisconsin before spending nearly five years with Oak Tree Support Service in St. Paul, MN. There, he led the Project SEARCH program, helping young adults develop life skills and their employability.
Passionate about empowering others, Bryan is dedicated to helping individuals gain independence and achieve their personal and professional goals. In his free time, Bryan enjoys playing the banjo, drums, and guitar in two bands. He also loves spending time with his two dogs, Bochy, a Japanese Chin, and Tommy, a Rat Terrier.
